Railgun just straight up better you just add a step to your scrake takedown over M99. And yeah I understand that's not your job in a 6 man match but obviously everyone contributes to trash killing in some capacity.
Magnums are great for mid-tiers but the 5 round capacity is obviously annoying for trash.

If one lands at least 70% of M99 headshots, which isn't too hard considering that one just doesn't have enough big zeds in vanilla HoE.
